In developed countries such as France, USA, England and Russiathe cultural and anthropological databasesare continually used in cultural engineering of the countries and its results are presented in their Cultural Atlas.This of course requires a cultural reading in the framework of cultural indexes and specifications. The purpose of this research is to evaluate the effect of providing Cultural Atlas in policy-making and cultural engineering of the country. Therefore, the research question is to evaluate the effectiveness of components and conditions of national and regional culture in representing different dimensions of the culture and the role it plays in policy-making and cultural engineering cycle. The research also evaluates whether it is possible to achieve good results in presenting the model of cultural engineering in the country through providing the Iranian Cultural Atlas. It is, therefore, possible to get the cultural differences in the country’s cultural geography dimensionsas developed by Geert Hofstede. In this research, the dimensions and components of Iranian Cultural Atlas, which is supposed to be the basis for cultural impact assessment and evaluation of social impacts, are explained based on the documentation review, alongside the meta-analysis of national and international researches. Through explaining the essentials of statistics and studies such as Hofstede and Globe, this research indicates that consideration of these elements can change the domain of cultural impact assessment and evaluation of social impacts in Iran and also can open new dimensions in addition to providing a new definition of Cultural Atlas. یکی از شیوه‌های تحلیل پدیده‌های فرهنگی در حوزه سیاست‌گذاری فرهنگی تهیه اطلس فرهنگی است. در کشورهای توسعه‌یافته مانند فرانسه، آمریکا، انگلستان و روسیه داده‌های پایه فرهنگی و مردم‌شناختی در مهندسی فرهنگی (کلان) کشورشان به‌طور مستمر مورد استفاده قرار می‌گیرد‌ و نتایج آن در اطلس فرهنگی ارائه می‌شود. به هر حال، هر‌گونه اقدام و فعالیتی در دایره ارزیابی تأثیرات اجتماعی و یا پیوست‌نگاری فرهنگی و در نگاهی کلان‌تر تدوین چارچوب سیاست‌گذاری فرهنگی در کشور مانند تدوین نقشه مهندسی فرهنگی کشور، نیازمند خوانشی فرهنگی در قالب شاخص‌ها و مؤلفه‌هایی فرهنگی است که یکی از آن‌ها اطلس فرهنگی می‌باشد. هدف این تحقیق بررسی تأثیر تدوین اطلس فرهنگی در سیاست‌گذاری‌ها و مهندسی فرهنگی کشور است. ازاین‌رو، سؤال تحقیق این است که شرایط و شاخصه‌های فرهنگ ملی و منطقه‌ای تا چه اندازه می‌تواند در بازنمایی ابعاد مختلف فرهنگ مؤثر باشد و این امر تا چه میزان در چرخه سیاست‌گذاری و مهندسی فرهنگی نقش دارد. همچنین، آیا می‌توان در این زمینه با تدوین اطلس فرهنگی ایران به نتایج مطلوبی در ارائه الگوی مهندسی کشور دست یافت؟ لذا با این پرسش‌ها می‌توان به تفاوت‌های فرهنگی در نواحی جغرافیای فرهنگی کشور که در نظرگاه هافستد مطرح شده به میان آورد. در این تحقیق بر اساس مطالعات کتابخانه‌ای و سندپژوهشی در کنار فراتحلیل پژوهش‌های ملی و بین‌المللی صورت گرفته، ابعاد و مؤلفه‌های اطلس فرهنگی ایران را که مبنایی برای پیوست‌نگاری‌ها و ارزیابی تأثیرات اجتماعی است، تبیین می‌شود. این پژوهش با تصویر بایسته‌هایی از آمارها و مطالعات صورت گرفته مانند مطالعات هافستد، گلوب و ... ، نشان می‌دهد که توجه به این عناصر می‌تواند، علاوه بر ارائه تعریفی جدید از اطلس فرهنگی، حیطه پیوست‌نگاری و ارزیابی‌های فرهنگی و اجتماعی در ایران را متحول و ابعاد جدیدی را بر آن بگشاید.
