Systematic Review of the Components Affecting Media Intelligence in the Metaverse Era with an Emphasis on a Local Approach

Abstract
This research aims to systematically review the components affecting artificial intelligence in the metaverse era with an emphasis on the indigenous approach. The research is qualitative in terms of method and systematic review approach and exploratory in nature, which was conducted by searching domestic and foreign scientific databases from 422 initial articles and screening using the standard Prisma method, selecting 41 related articles and qualitatively evaluating the articles using the Casp checklist, and then qualitatively analyzing the data using the grounded theory method and the Glycerin approach. Data analysis led to the extraction of 10 selected codes (Islamic philosophical foundations, anthropological foundations, truth-telling, religious principles, ethical principles, cultural-civilizational principles, jurisprudential and legal policymaking, economic and financial policymaking, cultural-media policymaking, and technological policymaking) and 28 central codes, which were designed in the form of a three-layer structure (1. Foundations and ontology layer, 2. Values and strategic principles layer, 3. Media intelligence policymaking layer). The findings indicate that the governance of media intelligence and the metaverse is not a purely technical issue, but rather a civilizational project that requires the wise integration of technology with Islamic-Iranian foundations. The metaverse, as an emerging space, has not only transformed the boundaries of human interactions, but also fundamentally raised the need to redefine users' media competencies. Meanwhile, “media intelligence” as a cognitive-skill capacity plays a key role in consciously, critically, and creatively confronting content and virtual environments. However, promoting this type of intelligence, especially in an ecosystem with specific cultural, identity, and value characteristics such as Iran, requires designing a local, systematic, and evidence-based model that can provide institutional, educational, and policy contexts for cultivating these competencies. Media intelligence is considered the ultimate goal of “metaverse policymaking” and one of the components on the path to empowering citizens.
